A graduate of the Center for Research and Communication’s (now UA&P) political economy program, Garcia received the award “for effectively rallying the entire city [of Balanga] in implementing development programs that uplifted the lives of his constituents,” says the President’s official Facebook page.

It adds that “the Lingkod Bayan Award is given to an individual or group of individuals [for] exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security, and patrimony.”

Ten other individuals and groups received the Award, including the late Department of Interior and Local Government Sec. Jesse Robredo and Batangas Gov. Vilma Santos.
