The Alternative Financing Options for Local Government Units (Project ALFI) was a 3-year technical assistance developed in partnership with the British Embassy. The objective of the project was to encourage continued economic reform and promote higher standards of economic governance among local government units (LGUs) in the Philippines.
Specifically, it sought to enable LGUs that are members of the League of Municipalities to become more financially independent from the Internal Revenue Allotment (IRA) and national government financing by tapping various alternative modes of generating resources.
